Ask Congress for Increased Housing Investments in Fiscal Year 2023

State and local governments and the communities they serve rely on federal resources to meet the housing, homelessness, and community development needs of their communities. However, Congress has underfunded these resources for decades.

Contact your members of Congress and urge them to:

Provide $32.1 billion to renew all existing Housing Choice Voucher Contracts and expand vouchers to at least 200,000 more low-income households;
Allocate $5.125 billion for the Public Housing Capital Fund and $5.06 billion for the Public Housing Operating Fund;
Help end homelessness through an investment of at least $3.6 billion in HUD's Homeless Assistance Grant programs;
Prevent evictions through an investment of at least $100 million for legal aid services; and
Address the severe housing needs in tribal nations by funding the competitive tribal housing block grant program at $300 million and target it to communities with the greatest needs.

As your constituent, I'm writing to urge you to ensure affordable housing, homelessness, and community development programs receive the highest allocation of discretionary funds possible in fiscal year (FY) 2023, and specifically ask that you:

1) Provide $32.1 billion to renew all existing Housing Choice Voucher Contracts and expand vouchers to at least 200,000 more low-income households;
2) Allocate $5.125 billion for the Public Housing Capital Fund and $5.06 billion for the Public Housing Operating Fund; 
3) Help end homelessness through an investment of at least $3.6 billion in HUD's Homeless Assistance Grant programs;

Housing costs continue to rise faster than wages, our nation’s affordable housing stock is deteriorating, supply has not kept up with demand, and key federal resources to address these issues have been underfunded for decades. As a result, there is a shortage of affordable rental homes in every community around the country, including in the communities you represent, and only 1 in 4 households eligible for federal rental assistance actually receives it.

Federal investments are critical to creating more equitable communities and enabling families to thrive. With the cost of rent skyrocketing in communities across the country, these programs must receive increased funding in FY23 to maintain the current number of assisted households and provide funding for private owners and public housing agencies to make vital repairs. Flat funding for housing and community development programs would act as a cut and reduce the number of people served.

I ask that you work with your colleagues to enact a FY23 spending bill that funds housing vouchers, public housing, Homeless Assistance Grants, eviction prevention, and tribal housing at the numbers outlined above or higher.
